In his first year as a county commissioner, Bill was elected to serve as the Chairman where he rewrote the county ethics policy, revamped spending for County Healthcare funds, allowing clinics to provide more services and longer hours, and negotiated a new contract with the local AFSCME to increase pay for city employees.
