This is the seat held by moderate Republican Wayne Gilchrest. Gilchrest was by far one of the best Republicans in office, he has however, been defeated by super conservative Andy Harris. Harris is a club for growther and must be defeated. Whie this district is decently Republican, many of Gilchrest's advisors have endorsed the Democratic candidate, Queen Anne's County State's Attorney Frank Kratovil Jr. He has a great shot in this race and this is easily a top tier race.

C.A. Dutch Ruppersberger is the 3 term congressman from Maryland's second congressional district. He has the least progressive voting record of the Maryland delegation but is the mastermind behind operation Hero Miles, a program designed to help soldiers returning from Iraq on leave by getting frequent flyer miles.

This seat is held by Republican congressman Roscoe Bartlett. Despite being a fairly Republican district, Bartlett was held to less than 60% by military veteran Andrew Duck in 2006 despite outspending the Democrat by more than 2-1. This year, Bartlett faces off against the former Mayor of Frederick, Jennifer Dougherty. Dougherty defeated Duck in the primary this year and has a better shot at upsetting Bartlett in 2008. This seat can be put in play if resources are sent here.

Elijah Cummings is the 6+ term congressman from Maryland's seventh district. Cummings won the district after Kwesi Mfume retired to become the President of the NAACP. Cummings has a progressive voting record with a pragmatic streak on economics voting against the Welfare act of 1996 and working often with Wayne Gilchrest to promote economic development in Maryland anmd with Mark Souder to renew the White House Drug Control Office. Cummings is a safe bet for re-election.
