On November 4, Harrisonburg can take a big step toward being a vibrant and attractive city for years to come. Electing a new City Council will provide the leadership necessary to put our community and neighborhoods first.


Why should you care about Harrisonburg City Council?


Decisions are made behind closed doors. Council members seem determined to fill Harrisonburg's remaining vacant land with apartment buildings, and then knock down existing structures to build more. Council members make decisions based on who has the most clout, not whether they benefit the larger community.


My name is Richard Baugh, and I'm running for Harrisonburg City Council to change the status quo. I’m a citizen who has spent the last 4+ years on the Planning Commission, and I've had a front row seat for many development decisions. Time and again, those decisions give us apartments we do not need, ignore solid planning, and threaten our quality of life.


If you elect me to City Council, what do I offer?


  1. Planned Development. The City actually has a decent plan for development. But we also have elected officials who are quick to ignore the plan. When this keeps happening, it’s either time to change the plan, or time to change the elected officials.
  2. Open Government. ENOUGH WITH DONE DEALS! Our community input is a valuable resource. We need to treat it that way.
  3. Community First. ALL our Council members are elected by ALL the citizens. Not just their friends. Not just the people in the community who look and think like them.


If I am privileged to be elected to office by the citizens of Harrisonburg, I pledge to be guided by these principles. If you agree with me that these are values we need represented on Council, if not dominating the Council, then I welcome your support.
