Q4 2025 marked the single largest off-cycle quarter in ActBlue history
In a year defined by relentless GOP attacks on Democratic infrastructure and baseless Congressional investigations, grassroots donors sent a clear message: ActBlue is not going anywhere.
Small-dollar donors showed up big, raising nearly $1.8 billion through our platform in 2025 – a staggering 41% increase compared to 2021, the last year immediately following a presidential election. This was evidence of historic enthusiasm and signals that the movement to protect our democracy has never been stronger.

- $1.78 billion raised, a 41% increase compared to 2021
- 52 million contributions from grassroots supporters
- 1.35 million new donors
- More than 22,700 campaigns, organizations, and committees powered by our platform, a 21% increase compared to 2021
- $443 million raised for state and local candidates and initiatives, a 37% increase compared to 2021
Q4 2025: The Strongest Finish to an Off-Cycle Year Ever
What made 2025 remarkable is the consistency we saw from small-dollar donors, particularly in Q4. As state and local elections intensified across the country, they showed up in full force on our platform:
- $497 million raised – the largest single quarter in an off-cycle year, surpassing Q3 2025
- More than 500,000 new donors during the final stretch
- 13 million contributions from small-dollar donors
- Nearly $136 million raised for state and local races, a 25% increase over Q4 2021
How Small-Dollar Donors Powered Democratic Victories Across the Country
The many contributions small-dollar donors made were not in vain. On the contrary, they powered historic Democratic victories across the country:
- Virginia: Democrats won the largest House of Delegates majority since 1987, flipping the chamber and electing Governor Abigail Spanberger whose victory was driven in part by ActBlue donors.
- New Jersey: ActBlue’s small-dollar donors fueled legislative victories and a win for Governor Mikie Sherrill.
- New York: New York City elected Mayor Zohran Mamdani, who used ActBlue to jumpstart his transition efforts.
- Georgia: Two Democratic candidates for Public Service Commission won their races, marking the first Democratic statewide victories in 20 years.
- Pennsylvania: Voters retained three pro-labor, pro-reproductive freedom Supreme Court Justices in resounding victories.
- Mississippi: Voters flipped two State Senate seats from red to blue, ending 13 years of a GOP supermajority.
- California: Voters overwhelmingly passed a proposition to fight back against partisan gerrymandering, with ActBlue behind the scenes helping to support this crucial effort to defend our democracy.
These wins were fostered by teachers, nurses, small business owners, and other ordinary Americans who understand what’s at stake. Not a single billionaire required.
Growth and Innovation: From fundraising to a one-stop shop for candidates at all levels
In 2025, we started bringing our Campaign-in-a-Box vision to life in order to help candidates focus on what matters most: connecting with voters and winning races. We launched Raise by ActBlue, giving down-ballot campaigns access to world-class fundraising tools, brought Impactive by ActBlue into the family to combine organizing and fundraising in one platform, and added Hey Victor by ActBlue so candidates can design professional campaign websites that integrate with the tools they already use.
Now candidates can launch a website, organize voters, and power their fundraising through one unified system — so that more people regardless of experience or where they live can run for office, organize, raise money, and win.
These additions helped ActBlue rapidly expand the number of state and local entities on our platform, with more than 2,500 new local entities joining in 2025—all while maintaining the security standards and infrastructure campaigns know and trust. Backed by more than 21 years of experience, ActBlue is removing the technical barriers so that our best candidates can win back the country.
Fighting Back Against Disinformation Targeting Democratic Fundraising Infrastructure
As we achieved these milestones, Republicans launched a coordinated campaign to undermine trust in democratic infrastructure. Through the spread of shameless conspiracy theories (fact: ActBlue has never been and never will be a terrorist organization) and baseless investigations, they tried to kneecap the systems that allow millions of small-dollar donors to participate in elections. It didn’t work.
“The GOP’s playbook is predictable,” Wallace-Jones said. “If you can’t win on ideas, attack the infrastructure. But ActBlue was built for this fight. We’ve been empowering the grassroots for over 20 years, and we’re not going anywhere. Neither are the millions of Americans who use our platform to make their voices heard with small-dollar donations. During a time when the cost of living is skyrocketing, unemployment numbers continue to trend upwards, Americans using their hard-earned dollars to support the candidates and causes they care about means something.”
