Grassroots Donors Keep Breaking Records: Q2 2025 Shows Undeniable Momentum on ActBlue

In an off-year quarter where fundraising typically slows, small-dollar donors powered more than $390 million to Democratic campaigns and causes – signaling ongoing commitment to the fight ahead.

Small-dollar donors are sending a message loud and clear in 2025: they’re all in.

Despite relentless, politically motivated attacks from the GOP, ActBlue continues to fuel the progressive movement at scale – and the second quarter of 2025 is proof that the momentum to fight back is only growing. Grassroots supporters raised more than $390 million through ActBlue in Q2 2025, outpacing the same period in 2021 by over $100 million, and showing no signs of slowing down. 

This isn’t just a signal – it’s a thunderclap for a non-midterm or general election year. We saw more than 12 million unique contributions made this quarter alone – 3.6 million more than the same time in 2021. These numbers are historic for an off-year cycle, and confirm what we’ve known all along: the Democratic grassroots is fired up and fighting back. 

“Even amid a coordinated and rigged effort from the GOP to attack ActBlue and Democratic infrastructure, grassroots donors are leaning in — not backing down,” said Regina Wallace-Jones, ActBlue President & CEO. 

“This moment demands that we not look away. We must give voice to what Americans actually want for our country. And that’s exactly what grassroots supporters and candidates are doing — powered by our platform.”

Here’s what this powerful second quarter looked like:

  • More than $390 million raised in Q2 2025 — a 36% increase over Q2 2021
  • More than 400,000 additional unique donors compared to Q2 2021
  • Over 3,000 more campaigns, organizations, and committees using ActBlue than in 2021 — and 1,000+ more than in 2023
  • 12 million+ contributions processed this quarter
  • 28 million Americans have now given through ActBlue since our founding in 2004

This is not a movement in retreat – it’s a movement on the march. 

Q2 brought a mix of expected fundraising peaks and unexpected moments that lit up the grassroots. Donors responded to political flashpoints, mobilized rapidly for special elections, and poured energy into local and state efforts that will shape 2026 and beyond.

From the launch of new gubernatorial campaigns to the continued fight against GOP extremism in school boards, statehouses, and Congress, donors showed up with urgency and commitment. The breadth and diversity of giving — spanning tens of thousands of campaigns and organizations — speaks to the continued strength and scale of ActBlue’s ecosystem.

And while GOP-led investigations try to distract and discredit the work of everyday Americans fueling this movement, ActBlue remains focused on the fight ahead. We’re continuing to invest in innovation, build new tools, and expand our support to campaigns and organizations working for justice, equity, and progress.

“According to the fantastical right-wing media machine, this should be a narrative of decline. However, there is no decline here — only growth,” Wallace-Jones added. “The right is desperate to disarm the grassroots while empowering billionaires every chance they get. But the numbers don’t lie: this movement is not only strong, it is growing.”
